After the longest zoning proceeding in official memory, a Montgomery County hearing examiner has recommended denial of Costco's request to place a 16-pump gas station at its store at Wheaton Westfield mall. Martin Grossman, hearing examiner for the Office of Zoning and Administrative Hearings, said in a 492-page report released Friday that Costco had failed to completely meet the burden of justification for a special exception to existing zoning in the Kensington Heights neighborhood.

The question of how Rockville determines the impact of new building development has fueled concerns about overcrowded schools and sparked debate over whether the mayor and City Council even have the authority to change the city's standard in the first place. Councilman Tom Moore has proposed changing the city's adequate public facilities standards - which lays out its policies for controlling how development affects school enrollment, along with other issues such as traffic, and water, sewer, fire and emergency services - to bring the school policy in line with that followed by Montgomery County.

The development team revamping a key stretch of Rockville Pike in Montgomery County have opted to drop the old "White Flint" name for "Pike District." It's an attempt to help with rebranding and changing the public's perception of the area from a slow-going, traffic-clogged region to a more walkable, pedestrian-friendly environment.
